Description: This is a consulting-services procurement, not a grant: the City of Lexington seeks an experienced firm or multidisciplinary team for Project ALIGN, a utility organizational-readiness and financial-strategy initiative. The work includes utility process and policy development, billing and data-integrity improvements, water and sewer rate and system-development-fee studies, stormwater billing and financial analysis, and implementation support. Expected outputs include reports, reconciliations, process maps, policy and SOP drafts, financial models, data-cleanup assistance, training, and transition steps.
